Personal Carbon Trading—Lost in the Policy Primeval Soup?

The number of emission trading and carbon taxation schemes implemented has grown rapidly over the past decade. Together, they cover approximately 16% global greenhouse gas (GHG) emissions. Although more than two-thirds GHG emissions are related to household consumption, approaches that directly target households, such as personal (PCT), do not play a role in fight against climate change. This is especially puzzling measures taken so far sufficient reach 2 °C target. One clue solving this puzzle comes from political science form multiple streams approach, which defines criteria policy proposal must meet become part agenda. Based on these criteria, article conducts systematic review PCT clarify why does reduction results show there three main problems with proposal. First, scholars often criticize set-up costs well running system. Second, no clear consensus within research community public acceptance PCT. Third, it still unclear whether politicians receptive or not.
